I'm trying to develop the whole review process - not all transactions but the high rollers. Example: kid comes in with the Instagram 'Ghost' for a CO of $400. He's obviously heard about the site. What risk is the buyer and seller willing to take? The MM is there in most cases on high value product.

You took a lot of time writing this. I agree. I have been scammed out of around $2,000 from this site alone. Nonstop scam reports are no fun :(

You can not force people to use a MM, staff has not control over the deals done.  In the end it has to be up to the user's discretion.  Maybe it would be helpful for every new user to get a document on how to stay safe on the site. (Ex: Use a MM, rep means nothing, inspect vouches, etc...)

A 'welcome block' pops up with that information on display: MM, caution notices and recently banned users upon their first few times using the site. Similar to an alert on Destiny. I updated the introduction and made it about new users making listings exceeding a certain amount in a sale. Tell me what you think.

The only think that can work is having a document about sight safety.  Applying restrictions such as a post count before selling or even doing an upgraded section where only paid members can post like in HF is an option, and can deter broke boys who can not afford an upgrade, but will not stop members from scamming out for a large amount.
