Credit refunding service

As I've saw various people getting scammed out of credits, or people being banned but still owe other user's credits, I think that a credit refunding service should be opened.


It should be opened for various reasons

- People being scammed out ctrfiyd
- People owing users credits but not paying up.
- Credit disputes.


@Ace should only refund people with proof of being scammed, or a dispute opened.

its on site currency that you get for posting. i dont think they should be refundable.
