Am I not allowed to bump threads for say @Van he's never onsite so I usually bump it for him

I would allow a little number of bumps per day to friends, for example, one each 10 hours, or so, I've friends that want me to bump their threads, and they don't have enough time, 1 to 3 bumps per thread to friends would be a reasonable and helpful amount
