they care if they always try to fix it the fact is when tags get reset pepole use turboes they understand that its unfair to use a program to claim a name

That would be one solution to the problem. Only allow the ability to change your GT on a console. 

But even then, there's most likely going to be a workaround for that too, if they did make it that way.
