Void Self ban

Suggestion:

Allow upgraded members to impose a self ban on their own account (also known as a vacation ban)

This can be helpful to avoid spam from users requesting a ban to staff members & it would be a helpful feature in general.

Obviously rules would still apply. Users can still receive a permanent ban from a deal dispute if already banned. Just as if a user requested a ban from staff.
