PayPal Issue

I'm having an issue with PayPal when I send money from one account to another, it says "We're taking a closer look at this payment. It's required for some payments and normally takes up to 24 hours. Don't ship unless we tell you it's ok." I went to add tracking info and selected that it didn't need any and now it says "You have successfully updated shipment information. You'll get your money within 1 day of delivery." This never happened to me before so let me know if you know how to fix this and/or why it happens.

This could be due to you taking a high volume of payments, your county’s laws regarding peer to peer payments, or your account is greylisted to hold or review payments.

That depends. That too can be restricted at the discretion of PayPal.
