I use CS6 and I love it, no issues with it at all

the best working version of photoshop to design would be , Photoshop CS6 Extended, i'm sure you can find it cracked somewhere online haha

I use that but i'm deciding to change it up a bit because it doesn't let me insert any photos and thats manly what you need when graphic designing

just because you know how to use photoshop means you're already a graphics designer.
they're all over on marketplace claiming to have years of experience, yet , cant even create a quality piece.

Obviously probably the most up to date version haha, I have Adobe CC so I always have the newest and up to date Adobe products.

I only use the most up to date version. Used to use CS3 for a while when I couldn't afford CC though.
