Personally , I would make a system that is kinda like court lol

Like banned members would have a chance to come back for small crimes but would have to go through the OGU Court , 

Staff would listen to their side of the story 
And The Users (Us) would get to vote on a chart or something by liking or disliking to see if they get a fair trial for them to come back or not
