EFFECTIVE STAT METHOD?

Does anybody have an effective method of growing/reviving a stat? I have @discouraged on a 12.6k, mostly inactive and was wondering if anyone had a method that actually worked.

I do. I own a 17.2k stat, and now help brands promote there social media.
