The ticket price and the winning prize can be scaled down then. Maybe $6.6 ticket and 0.5 BTC as a prize.

Not really. Both depend on luck and are games of odds, but you'll see, in countries where gambling is banned in general, lotteries are allowed.
Even if we agree lottery is gambling, we are already gambling with credits, so why not with BTC on a bigger level with lot of users?

i mean people got away with csgo gambling because csgo skins arent real money just how credit gambling is allowed because credits arent real money

btc is technically a currency

I really like this idea, but to add onto it...

Why not have different gamemodes, like. A $65 per ticket lottery, but also games that have $10 tickets and $5 tickets. All the prize pools are seperate, buw then you have a higher chance of winning a smaller amount of money. I think more would buy a $5 ticket compared to a $65 ticket.

I mentioned already, it can be scalable. Everything will be clearer after a test round of lottery, but we can reduce both, the entry fee and the prize, to lower orders until the site does not suffer any loss on its end to pay out the prize.
