heres a idea that probably wont be implemented.

if someone is perm banned for scamming their items should be put up for " auction " where we can bid credits to get items out of their inventory
one bid will come with lets say a 500 credit fee to make it worth it to implement.

anyways just a little thought....

what if they paid back what they scammed down the line and decided to turn a new leaf only to find out that their items, that may be valuable, were auctioned off?

or what if they were falsely banned somehow

scamming scammers is against the site rules, so why would stealing goods they may have paid money for be allowed?
