All banned user's @'s released?

I think it would be a good idea to have all banned @ s released for other people to claim if theyd like. 

What do ya'll think? The banned user's names could just be changed to a default name or something,
 for ex: banned232 or whatever.

idk I just think this would be cool to do, it will give some people a chance to claim an @ that they want which is banned without having to pay money for it lol.
